Leo's theology of the Petrine office is both explicit and theologically grounded: "Peter himself still performs the duties he received — and sheds light on whatever requires illumination, throughout the whole Church." This is not institutional authority — it is sacramental presence. The Chalcedonian bishops understood this — which is why they said "Peter has spoken through Leo," not "Rome has spoken."
